Ley 29571 requires every provider to have a complaint book. And "provider" doesn't mean "having a RUC" — it means selling regularly to consumers. If you post products and sell often on Instagram, WhatsApp, Facebook, or TikTok, you're a provider under the law, with or without a RUC.

That's a separate tax matter (SUNAT). The complaint book is consumer protection: they're different things. Having your book helps you comply today, with or without a RUC.
INDECOPI can fine you for not having a complaint book, starting at 1 UIT (S/5,350 in 2026) and up to 450 UIT in serious cases. A single customer complaint can trigger an inspection. If you're a microbusiness, the fine is capped at 10% of your income — but the simplest way to stay in order is to keep your complaint book active and respond on time.
